Applicants can include their spouse, dependent children, unmarried siblings, as well as parents who are 55 years and older if financially dependent, and add dependents after obtaining citizenship. To be eligible for citizenship, the principal applicant must be over 18 years of age, meet the application requirements and choose one of the following four options available:
Purchase of real estate worth at least US$300,000 in an approved real estate project. Two applicants may make a joint investment, with each applicant investing a minimum of US$300,000 to qualify. The real estate cannot be sold within five years of its acquisition.
A direct purchase of an eligible business for a minimum of US$1.5 million as an individual.
Alternatively, a joint purchase where each person contributes at least US$400,000, for a minimum total of US$5 million.
A contribution to the National Development Fund of a minimum non-refundable amount of US$230,000.
A contribution to the University of the West Indies of a minimum non-refundable amount of US$260,000.
The application process should not take more than four months, from the submission of the application to the issuance of the citizenship certificate, assuming there are no particular concerns regarding the application. In exceptional cases where the processing time is expected to exceed three months, Horizon Passport will inform the applicant of the reason for the anticipated delay.
The Citizenship by Investment Board, overseeing a dedicated Citizenship by Investment Unit (CIU), will review a citizenship application and may approve, reject, or defer it for valid reasons. A citizenship by investment application will be submitted electronically and in print form by Horizon Passport on behalf of the applicant. All applications must be completed in English.
All required supporting documents must be attached to an application before it can be processed by the CIU. All applications must be accompanied by the relevant non-refundable processing and due diligence fees for the main applicant, their spouse, and each eligible dependent. Once an application has been approved in principle, the CIU will inform Horizon Passport that the qualifying funds and required government administrative fees must be paid before the citizenship certificate can be granted.
The main applicant must deposit the required funds for the qualifying investment option within 90 calendar days following the notification of approval of their application. An applicant who has successfully obtained citizenship must take an oath or make a solemn affirmation of allegiance before an attorney, a royal notary, or a public notary. The Minister may, by order, revoke the grant of citizenship under exceptional circumstances deemed necessary.
